TACHOGRAPH REPLACEMENT
Key dates
From 21 August 2023: Newly registered heavy goods vehicles must have smart 2 tachographs.
Until 31 December 2024: Vehicles already used in international transport with analogue or digital tachographs must be equipped with smart 2.
Until 18 August 2025: Vehicles with Smart 1 tachographs must be upgraded to smart 2
From 1 July 2026: The smart 2 tachograph will be mandatory for all heavy goods vehicles weighing over 2.5 tonnes used for international transport.
Legal basis:
Regulation (EU) No. 165/2014 – specifies requirements for the construction, installation and use of tachographs.
Commission Implementing Regulation (EU) 2016/799 – establishes detailed technical requirements for tachographs.
Tachograph Act Dz.U.2024.1037 – regulates the conditions for conducting activities in the field of installation and inspection of tachographs.
The Final Stage of the Mobility Package – Important Changes from July 1, 2026
Please be advised that a critical deadline for the light international transport sector is rapidly approaching. Starting July 1, 2026, light commercial vehicles (LCVs) with a Gross Vehicle Weight (GVW) between 2.5 and 3.5 tonnes engaged in international road haulage will be fully subject to drivers’ working time regulations.
What does this mean in practice?
Mandatory Tachographs: Every vehicle within this weight range must be equipped with a second-generation Smart Tachograph (G2V2).
Recording Working Time: “Van” drivers will be required to comply with the same driving time and rest period standards as heavy-duty truck drivers (up to 40 tonnes).
Roadside Inspections: Failure to have a tachograph installed or non-compliance with working time regulations after July 1, 2026, will result in heavy financial penalties.
